GENERAL
The ecom.gov.il Internet site (''the site'') is operated by the State of Israel
through the Ministry of Finance. The site serves as a channel for the purchase
of products and services from various governmental bodies that operate
''stores'' on the site. The use of the site is subject to these Terms of
Use, in which the visitor/purchaser will be referred to as ''the client''.
PAYMENTS
Each payment will be effected through a server that is managed by the State of
Israel, Ministry of Finance.
When payment is effected through the server, industry standard security
measures such as SSL (Secure Socket Layer encryption) will be employed.
Once the details of the order have been checked, the payment order will be
transferred to the credit card company, which will credit the account of the
store that the product or service has been purchased from. Any question or
complaint concerning payment should be addressed directly to the credit card
company or to the store.
Information concerning the payments will not be stored on the Ministry of
Finance's server, primarily not the credit card details. The Ministry will
enable the client and the store managers to view the status of the orders
placed, for the client's convenience, however this is not to be regarded as an
obligation of any kind on the part of the Ministry.
ORDERS
''Stores'' belonging to governmental bodies selling products and services are
displayed on the site. Each store displays the products or services that it
offers for sale, their prices, the terms of payment or service, and the
domestic and international shipping rates.
Each order placed on the site will be transferred to the relevant store. The
store will be responsible for supplying the products or providing the services
at the date and price specified on the site. Requests for clarifications
concerning the products or services, their prices and the terms of delivery or
supply will be referred directly to each store, either to its e-mail address or
its telephone number, as specified on the site specifically for each store.
In order to avoid any doubts, we wish to clarify that the processing of each
order is the responsibility of the store at which the order had been placed,
and its responsibility alone.
SHIPPING THE PRODUCTS
Each store is responsible for shipping the products that have been ordered to
the address provided by the client at the time he or she placed the order.
The delivery times of the products are based on workdays only, i.e., without
counting Saturdays, holidays, etc.
ORDER CONFIRMATIONS AND INVOICES
Once payment has been effected and the order confirmed, the client will receive
an order confirmation to his or her e-mail address. An invoice/receipt from the
store will be attached to every shipment of goods, or will be sent separately,
in the cases of services ordered.
CANCELLATION OF A TRANSACTION
In order to cancel a transaction, the client must directly contact the store at
which the order had been placed, as per the contact information provided on the
site. The cancellation request will be handled in accordance with the store's
cancellation or return policy.
CONFIDENTIALITY
Any information provided by the client while visiting the site will be kept
confidential, in accordance with the Law for the Protection of Privacy - 1982.
THE GOVERNING LAW AND JURISDICTION
These Terms of Use constitute a contract between the client and the State
of Israel, which is represented by the Ministry of Finance.
When an order is placed, a sales agreement is established between the client
and the State of Israel, which is represented by the governmental unit
operating the store from which the goods or services were ordered. The
terms of the sales agreement include the information that appears in the
pages of the store on the site as well as in these Terms of Use. The
Terms of Use and the sales contract shall be interpreted pursuant to the
laws of the State of Israel, and the Court of Justice in Jerusalem, Israel,
shall have jurisdiction in any legal dispute relating to the use of this site
or to an order placed on the site.
